BOCES stands for Board of Cooperative Educational Services and as
the name implies, offers cooperative services to schools by combining
resources for two or more districts.
BOCES services cover a broad range of programs including special
education, pre-school, vocational education, curriculum development, and
computer services. With the enactment of the NYS Education
Commissioner's arts-in-education regulations in 1985, BOCES throughout
the state became directly involved in the coordination of arts in
education programs in the schools.
BOCES aid is a form of state aid. It reimburses school districts for
a portion of their approved BOCES expenditures, including arts in
education programs. Districts pay for services in a given year and are
reimbursed the following year. The amount of reimbursement is based on
the district's state aid ratio and may vary from 30 to 90 percent. The
school district business manager should be consulted for precise
percentages.
To be eligible for BOCES aid, the arts in education and exploratory
enrichment programs must operate according to State guidelines. The
guidelines require that BOCES staff design and coordinate the service,
and that at least two school districts participate in the service.
Eligible expenditures include the cost of BOCES coordination, contracts
with artists or cultural organizations, admission tickets to
performances, and student and teacher materials for the arts activities.
Programs and activities in music, drama, dance, writing, visual arts,
and media arts are eligible for BOCES aid. Staff development activities
related to specific arts activities are also aidable.
